Honchkrow and Baby Pokemon
1) Can Murkrows use the attacks from Honchkrow LV X and Honchkrow at the same time?
2) Does the new Basic Pokemons such as Magby count as a Baby Pokemon?
1) Honchkrow and Honchkrow LV.X are considered the same card while they are in play. Murkrow would be able to use Honchkrow LV.X's attack as long as Honchkrow LV.X has the correct Energy attached.
2) "Baby Pokemon" were removed from the game in EX Ruby & Sapphire. All Pokemon that were considered "Baby Pokemon" are now treated as Basic Pokemon. Additionally, since the Baby rule is not printed on these cards, it is not applied. The Baby rule is only applied to Pokemon with that rule printed on it. However, in the event that you were playing against a Baby Pokemon that was printed prior to EX Ruby & Sapphire, the text on the card would read: "If this Baby Pokemon is your Active Pokemon and your opponent announces an attack, your opponent flips a coin (before doing anything else). If tails, your opponent's turn ends." As worded, the attack does not have to target the Baby Pokemon for the coin flip to be required. You would have to flip to use Grope if your opponent had an old Baby Pokemon as his Active.
