1 - Q. Does Duskull's "Reaper Cloth" item, or Clefairy's "Moon Stone" item, or Murkrow's "Dusk Stone" item let you evolve on the first turn of the game?
A. Yes, they do. Duskull, Clefairy, and Murkrow can be evolved during the first turn of the game, even if you put them on your Bench or as your Active Pokemon during setup. (Nov 15, 2007 PUI Rules Team)

2 - Q. If you put Absol on your Bench or as your Active Pokémon during the set-up for the game, does Absol's "Raid" attack do 40 damage or 10 damage?
A. It does 10. If you place Absol during the set-up for the game, you are not playing Absol from your hand during your turn. (DP:Secret Wonders FAQ; Nov 15, 2007 PUI Rules Team)

3 - Q. I've noticed that some cards say "Does 10 damage to the Defending Pokémon", whereas others say "Put 1 damage counter on the defending Pokémon". Is there any reason for the different wording? I've spoken to someone who says that you do not apply weakness or resistance for attacks where it specifies Damage Counters; is this the case?
A. There is a difference. As you mention, weakness and resistance are not applied when placing counters. Also, things like Defender and Metal Energy will not block Placing Damage Counters. It will not trigger things like Base Set Machamp's Strike Back. In the steps of resolving an Attack, "placing Damage Counters" counts as an Effect of the attack, it is not part of "doing damage". 4- How does Gengar's attack and Kabutops' effect affect the defending Pokemon with Unown G attached to it?
5- How does Aerodactyl's effect affect Unown G that activates it's Poke-power?
6- Is there any ruling concerning where Unown G has to be in order for it's effect to work?
7- Is there any ruling concerning Azelf's Poke-power from LA?

In other words, placing damage counters from Gengar's Shadow Room attack is not considered "doing damage," but is an effect of the attack instead. GUARD would prevent the damage counters from being placed.

Using the previous answer , Kabutops specifically states that it deals 10 damage, so GUARD does not prevent it. If the attack read "Place 1 damage counter on each of your opponent's Benched Pokemon..." then GUARD would prevent it.

5 - Primal Claw triggers after all of the effects of GUARD are processed. Since Unown G is no longer a Pokemon by the time you complete the effects of GUARD, there is nothing there for Primal Claw to damage.
As soon as Unown G is attached as a Pokemon Tool, it ceases to become a Pokemon (in game terms), so it cannot take damage anymore.

6 - GUARD does not state that it only works while the Pokemon it is attached to is Active, so it works on Benched Pokemon as well as Active Pokemon.

7 - There is a new ruling concerning Azelf's Poke-power : the player can look at all of his Prizes at once, and them put them back in any order that he wants. This means that it is possible for a play to know which Prize he is taking when he Knocks Out a Pokemon.

8 - Q. Can I use Fossil Excavator to retrieve Old Amber or Aerodactyl?
A. No, because Old Amber does not contain the word "Fossil" in its name, and an Aerodactyl that evolves from Old Amber cannot be retrieved by Fossil Excavator either. But you can still retrieve an Aerodactyl that evolves from "Mysterious Fossil". (May 22, 2008 PUI Rules Team)
